The Government of Saskatchewan’s 2026 Speech from the Throne was delivered by Lieutenant Governor Bernadette McIntyre at the legislature in Regina today. The Speech positioned the province as a place of stability amid global economic and geopolitical uncertainty with an emphasis on economic growth, affordability, health care, public safety and the protection of critical infrastructure, while highlighting the province’s strong investment climate.
In his remarks to the media regarding the Speech, Premier Moe framed the government’s agenda around maintaining economic momentum while ensuring the benefits of growth are reflected in improved services and lower costs for residents. He noted that more than 60 major projects valued at over $100 billion are currently underway across the province, something he described as an unprecedented level of investment for Saskatchewan.
Here is a summary of the Government’s key priorities:
Economic Growth and Trade
- Continue attracting investment and expanding export markets to create jobs and economic opportunities.
- Protect the province’s economic interests and strengthen resilience amid global trade and market uncertainty.
Affordability
- Maintain Saskatchewan’s position as an affordable place to live.
- Further reduce the personal income taxes in the 2027 Budget.
- Increase the provincial income tax exemption threshold for families, building on the current measure that exempts the first $65,000 of income for a family of four.
Health Care
- Introduce legislation to expand the scope of practice for several health professions.
- Create the Safer Homes for Seniors Act to strengthen oversight, transparency and accountability in personal care homes.
- Introduce the Medical Assistance in Dying (MAID) Additional Safeguards Act, including restrictions on MAID eligibility for minors and individuals whose sole underlying condition is a mental illness.
- Advance the Opioids Damages Act to seek recovery of health-care costs from parties linked to opioid-related wrongdoing.
Community Safety and Justice
- Strengthen enforcement of unpaid child and spousal support obligations.
- Enhance penalties for impaired driving and certain drug-related offences.
- Introduce legislation requiring reporting of suspected human trafficking by hospitality and ride-sharing providers.
- Establish mandatory testing and disclosure provisions to protect first responders and crime victims exposed to communicable diseases.
Technology, Infrastructure and Indigenous Relations
- Introduce the Prevention of Deceptive AI Act to address misuse of AI-generated voices and images in elections, commerce, and privacy-related matters.
- Enact the Protection of Economic Infrastructure Act to prevent disruptions to critical infrastructure and transportation corridors by occupations or other illegal activities.
- Amend adoption legislation to assist adoptees seeking birth-family information while strengthening Indigenous rights and information-sharing provisions.
Overall, the Throne Speech presented a legislative agenda focused on economic certainty, affordability, public safety, and service improvement, while emphasizing Saskatchewan’s ability to remain “strong and steady” despite uncertainty beyond its borders.
Politically, the government enters the session from a position of strength, with the governing Saskatchewan Party holding 34 seats in the Legislative Assembly, compared with 26 for the Opposition NDP and one Independent MLA.
With the next provincial election not scheduled until October 2028, the government has a relatively stable runway to advance its legislative priorities while continuing to demonstrate that strong economic growth can translate into tangible benefits for Saskatchewan residents.
