From Trade to Tailgating: Saskatchewan’s Legislative Agenda for a “Strong, Safe, Secure Future”

Today at the Saskatchewan Legislature, the Lieutenant Governor of Saskatchewan, the Honourable Bernadette McIntyre, read out the 2025 Speech from the Throne.

The Speech outlined the government’s legislative priorities and policy direction for the upcoming session of the Legislature and is delivered by the Lieutenant Governor on behalf of the Premier and Cabinet.

Overall, the speech reflects Premier Scott Moe’s effort to project stability and responsiveness amid economic uncertainty and political pressure, including recent internal party scrutiny and external trade tensions.

More specifically, the 2025 Throne Speech aims to:
  • Reaffirm Saskatchewan’s economic leadership in Canada and commit to policies that sustain growth and affordability.
  • Address international trade challenges, particularly tariffs from China and the U.S., while expanding export markets.
  • Introduce new legislation focused on public safety, health care, education, and community well-being.
  • Strengthen provincial autonomy in areas like firearms regulation and interprovincial trade.
  • Promote cultural recognition and community engagement, from symbolic legislation like the “From Many Peoples, Strength” Act, to the Tailgating Act that officially legalizes tailgating events at Mosaic Stadium before Roughrider games.
The Throne Speech officially kicks-off the Fall session of the Legislature that should prove to be both contentious and impactful

On the international front, Saskatchewan’s agricultural sector is facing significant pressure due to newly imposed retaliatory tariffs by China on Canadian canola and related products. These tariffs are a direct response to Canada’s own levies on Chinese electric vehicles and critical minerals and poses a serious threat to Saskatchewan’s export-driven economy.

Meanwhile, the provincial Opposition NDP continues to criticize the government for what it sees as inadequate support for farmers, persistent hospital staffing shortages, and a lack of effective action on rising crime rates.

Outside of the Legislature, Premier Scott Moe’s leadership of the Saskatchewan Party will soon be subject to review at the party’s Annual General Meeting on November 7-9 in Saskatoon.
